Exclusive: Lockheed lobbies anew for new Taiwan F-16s (Reuters)
WASHINGTON (Reuters) ? Lockheed Martin Corp is helping arm U.S. lawmakers for a renewed push to sell its new F-16 fighter jets to Taiwan, not just the Obama administration's planned $5.3 billion upgrade of old ones.
A Lockheed Martin official last week emailed an unsigned memo to lawmakers on Capitol Hill titled "Taiwan -- The Benefit of New F-16 C/Ds," two congressional staff members said.
Lockheed's memo to lawmakers was dated September 22, a day after the administration told Congress that it was offering Taiwan a $5.3 billion retrofit of 145 F-16 A/B models sold in the 1990s. Administration officials said a decision had not yet been made on Taiwan's 5-year-old request for 66 new F-16 C/D models valued at $8.3 billion.
Beijing calls U.S. arms sales to Taiwan the chief obstacle to better relations between the United States and China, now the world's biggest economies.
China's foreign minister urged the United States on Monday to reconsider its decision to upgrade the jets, saying it could harm ties between Washington and Beijing.
Beijing suspended military-to-military contacts with the United States for most of 2010 after the previous, $6.4 billion U.S. arms package for Taiwan. China regards U.S. arms sales to Taiwan as interference in its domestic affairs.
The Lockheed memo included "rebuttal points" to what Lockheed called the expected conclusion of a Pentagon report that the administration could use to try to defuse criticism of its decision not to release new F-16s to Taiwan.
Lockheed Martin neither confirmed nor denied having circulated the memo, a copy of which was obtained by Reuters. It said a sale of F-16s would benefit not only the company but generate more than 16,000 jobs in the United states over five to six years, citing a study it had commissioned.
"Any questions regarding the sale of new F-16s to Taiwan should be referred to the governments of Taiwan and the US," Laura Siebert, a Lockheed spokeswoman, added in an email.
The company, the Pentagon's largest supplier by sales, typically depicts itself as a bystander in the foreign arms-sale process, patiently awaiting government decisions.
The one-page memo highlighted what some experts consider flaws in Obama administration decision-making on the F-16s. The memo raised questions that could put administration policymakers on the spot at a scheduled U.S. House of Representatives Foreign Affairs Committee hearing on Taiwan on October 4.
The issue is politically sensitive for President Obama. The 1979 Taiwan Relations Act requires Washington to provide for Taiwan's defense without regard to Beijing's sensitivities on the matter.
Republican presidential hopeful Mitt Romney accused Obama last week of having "caved" to China by denying Taiwan F-16 C/D models, calling this "yet another example of his weak leadership in foreign policy."
In the U.S. Congress, 47 of the 100 U.S. senators and 181 of the 435 members of the House of Representatives have written to Obama since May to urge him to sell to Taiwan at least 66 late-model F-16 C/D planes.
Advocates of new F-16 sales say they should be in addition to the upgrade of the old models.
The document distributed on Capitol Hill by Lockheed was based on the "expected conclusion" of the Defense Department report on the state of Taiwan's air power, and sought to refute it.
The classified Pentagon report itself was sent to Congress on September 22, the same day as the Lockheed memo, 20 months after a congressional mandate for its delivery, a third congressional official told Reuters.
"Taiwan cannot protect their F-16 aircraft or the runways from which they operate from the ballistic missile threat," the memo summarized the Pentagon report as finding, referring to how China might attack in any cross-strait conflict.
"So, new F-16 C/Ds would not contribute to their deterrent capability and are not relevant," the memo further summarized the report as having found.
But Taiwan has some of the best-protected, hardened aircraft shelters in the region, the memo argued. In addition, the self-ruled island is advancing the "state-of-the-art in rapid runway repair technology" and routinely practices using open roadway stretches for fighters' launch and recovery to curb dependence on airfields, it said.
The Lockheed memo also took aim at what it called an expected "red herring" conclusion of the Pentagon report. It described this as the idea that Taiwan needed an aircraft capable of short takeoffs and vertical landings, or STOVL, because of Chinese missiles' threat to Taiwan's runways.
Only two STOVL aircraft models have been developed -- the BAE AV-8 Harrier, which has been out of production since 1997, and Lockheed's own F-35B Joint Strike Fighter, which will not be available for export sales until the later part of this decade, the memo said.
Even if available today, the U.S. administration would most likely refuse the F-35B to Taiwan because of its advanced radar-evading capabilities, it said.
The F-35, the memo added, could be construed as introducing a new level of capability, something that would conflict with a joint communique signed by the United States and China in August 1982.
"If new F-16s are so irrelevant, why is China so vigorously opposed to their sale to Taiwan?" Lockheed's memo added in its rebuttal points.

TEHRAN, Iran (AP) ? Iran's foreign minister says the courts are willing "in near future" to commute the prison sentences for two jailed Americans convicted for spying.
Ali Akbar Salehi says Iran's judiciary was ready to cancel the sentences as a gesture of Islamic mercy. But he did not give any clearer indication on when the two men could be released.
Salehi comments at a news conference Saturday come as international efforts intensified to seal a $1 million bail-for-freedom deal for Shane Bauer and Josh Fattal. They were detained along the Iran-Iraq border in July 2009 and each sentenced to eight years in prison.
Mediators from Iraq and Oman have asked Iran to free them and an Omani plane is in Tehran to carry the pair out of Iran if a deal is reached.

TEHRAN, Iran (AP) ? The defense lawyer for two Americans jailed in Iran moved ahead with bail arrangements on Saturday, as international efforts intensified to seal a freedom-for-bail deal for the two men, convicted of spying.
Attorney Masoud Shafiei told The Associated Press he was in court, "following up the case" of Shane Bauer and Josh Fattal. Shafiei said he hopes Iran's judiciary will clear the way for payment of $1 million in exchange for the Americans' release.
Bauer and Fattal were detained along the Iran-Iraq border in July 2009 with their friend Sarah Shourd. She was released last September with mediation by Oman after $500,000 was paid. They maintain their innocence.
The first word of the bail offer for Bauer and Fattal, who have been in jail more than two years, came earlier this week from Iranian President Mahmoud Ahmadinejad. He said the Americans could be freed in a matter of days. But Iran's powerful judiciary then responded that the bail provisions were still under review.
The mixed signals could reflect the bitter internal political feuds inside Iran between Ahmadinejad and the country's ruling clerics, who control the courts. Ahmadinejad and his allies are accused of trying to challenge the power of Iran's Islamic establishment.
Shafiei said two judges have to sign the bail papers before the Americans could be released.
By noon Saturday, the Iranian lawyer said one judge had already signed while the second one was expected to do so in a matter of hours. Once the two signatures were in place, the bail money can be posted, Shafiei added.
Mediators from Iraq and Oman have asked Iran to release the men on humanitarian grounds.
A plane from the Gulf state is in Tehran to carry the pair out of Iran if a bail-for-freedom deal is reached. Swiss officials also are involved as representatives of U.S. interests in Iran, which has no diplomatic ties with America.
The men, both 29, were sentenced last month to three years each for illegal entry into Iran and five years each for spying for the United States. They have denied the charges and appealed the verdicts ? which opened the way for the possible deal for $500,000 bail each.
The Americans say they may have mistakenly crossed into Iran when they stepped off a dirt road while hiking near a waterfall in the semiautonomous Kurdish region of northern Iraq. They were detained in July 2009.
U.S. Secretary of State Hillary Rodham Clinton said Thursday the United States continues to hope the Americans will be released, adding that Washington has received word through a number of sources that the two will be returned to their families.
The last direct contact family members had with Bauer and Fattal was in May 2010 when their mothers were permitted a short visit in Tehran.
Since her release last year, Shourd has lived in Oakland, California. Bauer, a freelance journalist, grew up in Onamia, Minnesota and Fattal, an environmental activist, is from suburban Philadelphia.

DENVER (AP) ? Two men are accused of engaging in a disturbing re-enactment of the movie "Weekend at Bernie's" after authorities say they drove around town with a dead friend in the car, running up a bar tab on his account and eventually using his ATM card to withdraw $400 at a strip club.
Robert Young, 43, and Mark Rubinson, 25, have been charged with abusing a corpse, identity theft and criminal impersonation.
It's unclear how Jeffrey Jarrett, 43, died, but the men are not charged in his death. The coroner said toxicology tests were pending. Young and Rubinson are free on bond but couldn't be reached for comment Friday.
In the 1989 Hollywood comedy, two ne'er-do-wells find their boss dead at his ritzy beachfront home and escort his body around town, attempting to save the weekend of luxury they had planned.
In Denver last month, according to a police affidavit that gives an account of a story first reported by the Denver Post (http://bit.ly/nEgeF4), Young arrived at Jarrett's home and found him unresponsive.
But rather than call the authorities, police say, Young went to find Rubinson.
The duo returned to Jarrett's home and put his lifeless body into Rubinson's SUV and headed to a nightspot where they spent more than an hour drinking ? leaving Jarrett's body in the vehicle, according to police documents. Police say the two men used Jarrett's card to pay for the drinks on Aug. 27, noting "they did not have Jarrett's consent."
Rubinson and Young then drove to another restaurant to hang out, Jarrett's body slumped in the back along for the ride, police say.
They then returned to Jarrett's home, carried him in and put him in bed, according to court papers.
From there, police say, Rubinson and Young went to get gas and made a stop at a burrito joint, again using Jarrett's card. The two men then went to a strip club, where authorities say they used Jarrett's card to take out $400 from an ATM and flagged down a police officer to tell him they thought their friend was dead. Police went to Jarrett's home and found the body.
Police say Young told them Jarrett was obviously dead while they were at the first stop of the night.
The Denver District Attorney's Office said Young posted a $2,500 bond and is scheduled to appear in Denver County Court for a preliminary hearing on Sept. 27.
Rubinson posted a $3,500 bond and is scheduled to appear in Denver County Court on Oct. 4.

Pentagon chief says threat of another 9/11 is real (AP)
NEW YORK ? After a decade of war with al-Qaida the potential for another devastating terrorist assault "remains very real," Defense Secretary Leon Panetta said Tuesday following a somber visit to ground zero of the Sept. 11 attacks on the World Trade Center.
The Pentagon chief walked through the National September 11 Memorial park and museum with Mayor Michael Bloomberg, and afterward told reporters that Americans must remain vigilant against the threat of another successful al-Qaida attack.
"The potential for that kind of attack remains very real," he said from the 10th floor of 7 World Trade Center, the first completed office tower at the site where hijacked commercial airliners were flown into the Twin Towers, killing more than 2,700 people.
Bad weather forced Panetta to scratch plans to visit Shanksville, Pa., where hijackers flew United Flight 93 into the ground, killing all 40 passengers and crew shortly after the coordinated terrorist attack began in New York.
Noting that many of al-Qaida's top leaders, including Osama bin Laden, have been captured or killed in recent months, Panetta said the nature of the terrorist threat has evolved to the point where al-Qaida "nodes" outside of Afghanistan and Pakistan are now the most dangerous.
"Yemen has risen to the top of the list," he said.
Panetta's New York visit gave him an early glimpse at the memorial, with its majestic 30-foot manmade walls of water that hug the sides of one-acre reflecting pools that encompass the ground where the Twin Towers stood. The water is meant to signify falling tears.
Panetta also took a peek inside the entrance to the museum, which is still under construction. And he was shown the "Survivor Tree," a non-fruit bearing pear tree that was rescued from the World Trade Center grounds after the terrorist attacks. It stands amid the white oaks, near the reflecting pool at the former South Tower.
Dozens of workers scrambled Tuesday morning to put the finishing touches on the memorial, planting ivy as ground cover around the 225 white oak trees that surround the reflecting pools.
The Sept. 11 attacks killed nearly 3,000 people, including 184 at the Pentagon. The names of every person who died in the attacks, including those at the Pentagon and in Shanksville, are inscribed in bronze panels that edge the reflecting pools at the Twin Towers site.
Panetta's spokesman, Doug Wilson, said the Pentagon chief wanted to visit Shanksville and New York to highlight the role the military has played over the past decade in preventing further attacks on the homeland. Accompanying him on his trip Tuesday were five service members ? one each from the Army, Navy, Marine Corps, Air Force and Coast Guard.
The visit also recalled the most memorable event of Panetta's tenure as CIA director: the May killing of bin Laden.
Panetta will attend 9/11 memorial events at the Pentagon on Sunday.
He was a private citizen on 9/11 but happened to be on Capitol Hill at the time of the attacks, according to his press secretary, George Little.
Shanksville remains the least publicized of the three 9/11 attack sites. In its final report, the official 9/11 Commission that investigated the terrorist plot wrote a gripping account of what happened aboard Flight 93.
The commission determined that the plane, overtaken by four hijackers, slammed into the ground at 11 seconds past 10:03 EDT, on a path over Pennsylvania toward its intended target in Washington ? either the Capitol or the White House.
It departed from Newark, N.J., bound for San Francisco, at 8:42 a.m. The hijackers took over the cockpit 46 minutes later. At 9:57 a.m., a passenger revolt began. The cockpit voice recorder captured sounds of the passenger assault.
"Some family members listening to the recording report that they can hear the voice of a loved one among the din," the 9/11 Commission report said.
Within minutes, the hijackers apparently determined they were about to be overpowered and decided to abort their mission and destroy the plane. "The aircraft plowed into an empty field in Shanksville, Pa., at 580 mph, about 20 minutes' flying time from Washington, D.C," the report said.

Perfect World, Going Beyond Online Gaming, Invests $100 Million in ...
Beijing-based game developer and publisher Perfect World (NASDAQ: PWRD) is to help set up a venture capital fund aimed at incubating small tech and media start-ups. Over the course of this decade, Perfect World will plough in a total of 643.5 million RMB (US$100 million).
We encountered the company just last week in data that showed that Perfect World raked in 7.8 percent of online gaming revenue in China in Q2 2011.
Perfect World was founded back in 2004, and is best known in China and numerous other online gaming markets for its MMORPGs titles, such as Forsaken World (pictured above) and the Chinese-themed Heroes of Three Kingdoms. In a press release confirming the news, the company?s chairman and CEO, Michael Chi, says:
We believe our extensive knowledge in the industry and our own growth experience will enable us to better analyze and capture the significant market opportunities. We?re also excited about the potential synergies we can achieve with our portfolio companies through this venture capital fund, which we believe will help us further build up our user base and strengthen our online platform.
We look forward to seeing which new tech companies will be the first to get this new backing. Although Perfect World is just a ?limited partner? in this, it?s possible the company will hold some sway in the fund, and there might be more of a tendency to fund Chinese or Asian start-ups, as we have seen from Li Kai-fu?s start-up incubator Innovation Works.
Speaking of which? Just last week Innovation Works attracted $180 million from Silicon Valley luminaries such as Ron Conway. It?s turning out to be a pretty good month for Chinese VC power.
